Tokyo is currently 7 hours ahead of Berlin, but that gap is not fixed: the two regions switch to and from daylight saving time on different dates, so for a few weeks each spring and autumn the difference changes by an hour. A meeting series booked at a fixed local time in one city will drift in the other.

Every suggestion stays between 05:00 and 23:00 in both cities, and you can add up to eight more participants if the meeting is bigger than Berlin–Tokyo.
